Depending on where you're at in the game, you may be over leveled and your targets are dying before you get all three effects applied. You may want to take some points in the crossbow and/or bomb talents in order to make aiming them more efficient. I often swap up between the bleeding and burning effects based on who I know I've managed to tag Shoot your target with a broadhead, then use your fire power to apply burning.
